The Bletchley Declaration


On November 1, 2023, in Bletchley Park, the site of the famous British codebreaking operation during World War II, 28 nations and the European Union signed the Bletchley Declaration. The statement acknowledges that artificial intelligence (AI) has the potential to completely transform society, but it also stresses how crucial it is to develop and use AI responsibly and safely.


The declaration is named after Bletchley Park in recognition of the important role that the site played in the development of computer science and artificial intelligence during World War Two. Bletchley Park was home to a team of codebreakers who cracked the Enigma code, helping to turn the tide of the war. 


The declaration's signatories pledged to collaborate to pinpoint and comprehend the major opportunities and threats presented by artificial intelligence (AI) and to develop a worldwide awareness of these concerns. The nations also decided to work together on scientific AI research as well as create and advance best practices for the ethical and safe development and application of AI.

The declaration also acknowledges the importance of civil society engagement in AI safety and governance and calls for all stakeholders to work together to ensure that AI is used for the benefit of all.


The Bletchley Declaration is a significant step forward in international cooperation on AI safety. It is the first time that such a large number of countries have come together to agree on a common set of principles for the development and deployment of AI.
